【关注】伊川县获146万元生猪调出大县奖励资金！

近日，财政部下达2020年生猪（牛羊）调出大县奖励资金预算的通知，通知要求加强对生猪（牛羊）调出大县奖励资金的监督管理，切实提高资金使用效率，促进生猪（牛羊）生产流通和产业发展。

与此同时，通知公布2020年生猪（牛羊）调出大县奖励资金、以及各省生猪调出大县名单。其中，伊川县获生猪调出大县奖励146万元。

具体奖励资金实施方案如下：

奖励资金实施方案

伊农〔2020〕46号

为认真贯彻落实《财政部关于印发的通知》(财建〔2015〕778号)和上级有关规定，科学合理利用资金，充分发挥资金效益，促进生猪产业发展，稳定市场供应，结合我县实际，制定本方案。

一、奖励资金来源

2019年河南省拨付生猪调出大县奖励资金146万元。

二、奖励资金使用计划

（一）生猪产业技术服务经费10万元。主要用于生猪养殖技术推广应用、良种补贴、宣传培训、生猪生产调查、统计、监测等。

（二）非洲猪瘟防控技术服务经费20万元。主要用于各乡镇动物防疫服务站开展非洲猪瘟防控工作。根据生猪养殖量确定经费，每乡镇（街道）1万元—1.5万元。

（三）生猪疫病监测经费20万元。主要用于非洲猪瘟、口蹄疫、猪瘟、猪蓝耳病等生猪疫病的监测和流行病学调查。

（四）瘦肉精监测经费20万元。主要用于瘦肉精检测试剂购置、生猪养殖、屠宰、调运环节日常监测监管。

（五）生猪检疫监管经费46万元。主要用于生猪产地检疫、屠宰检疫、运输车辆监管、生猪移动监管等。临时公路检疫消毒站工作经费可从该项经费列支。

（六）非洲猪瘟便携式快速核酸检测仪器设备采购经费15万元。主要用于购置便携式全自动核酸提取仪、荧光PCR仪、掌上离心机、单道移液器、多道移液器、检测耗材等。

（七）监测采样车辆改造经费15万元。按照动物疫病监测专用车标准，对现有车辆进行改造，配备车载仪器设备。

三、奖励资金的管理

（一）强化组织领导。成立县农业农村局、财政局等单位相关人员组成的资金使用领导小组，对奖励资金分配、使用情况进行全程监督。

（二）项目在具体实施过程中，根据实际需要，经县财政、农业农村部门协商可适当调整。生猪调出大县节余的奖励资金自动转入下一年度使用。

(三)加强资金监管。建立健全奖励资金分配、管理、使用情况公开、公示制度，广泛接受社会监督和群众监督。任何单位和个人不得套取、挤占和挪用。对骗取、截留、挤占、滞留、挪用的行为一经查实，取消奖励资格，收回奖励资金，并对相关单位及其人员进行责任追究，确保资金使用效果。

四、本实施方案由伊川县农业农村局负责解释，自发布之日起实施。
