　　关于洛阳市产业集聚区2019年度制造业企业分类综合评价结果的公示

根据《河南省产业集聚区企业分类综合评价办法》（豫集聚办〔2019〕1号）文件要求，市发改委（市产业集聚区联席办）组织各县（市、区）政府对产业集聚区制造业企业进行了分类综合评价，现将评价结果予以公示。

一、评价范围

以各省定产业集聚区为单位，重点对产业集聚区内规模以上和占地5亩（含）以上的规模以下制造业企业开展分类综合评价。供电、供热、供水、垃圾污水处理企业不纳入评价范围，采矿、发电以及投产未满两年的新办企业暂不纳入评价范围。

二、评价方法

按照亩均税收、亩均利润、研发投入强度、单位能耗总产值、单位污染排放税收等5指标得分与加分项之和，计算企业综合评价得分。

（一）A类为优先发展类。对规上企业，将综合评价得分在本产业集聚区排名前50%的企业根据亩均税收和研发投入强度2项指标得分之和从高到低排序，按评价企业数量的前15%确定A类企业；对占地5亩以上的规下企业，将综合评价得分在产业区排名前50%的企业根据实缴税收从高到低排序，按评价企业数量的15%确定A类企业。

（二）B类为鼓励提升类。分别将规模以上和规模以下企业中除A类、C类以外的企业确定为B类企业。

（三）C类为倒逼转型类。对规上企业，将综合评价得分在本产业集聚区排名后50%的企业，根据单位能耗总产值和单位污染排放税收2项指标之和从高到低排序，按评价企业数量的后10%确定C类企业。对规模以下企业，将综合评价得分在本产业集聚区排名后50%的企业根据实缴税收从高到低排序，按评价数量的后10%确定为C类企业。

三、评价结果

全市产业集聚区纳入分类评价范围企业915家，其中规上企业689家、规下企业226家，确定评价结果为：A类企业132家（规上企业99家，规下企业33家），B类企业688家（规上企业522家，规下企业166家），C类企业95家（规上企业68家，规下企业27家）。具体评价企业名单结果见附件1、2。

公示期自7月11日至7月15日，凡对此有异议者，可在公示期内向市产业集聚区发展联席会议办公室反馈。联系电话：63915039
